You generally don't need to list every possible IP address or block ports 0–65535 manually. Check whether the modem's firewall has a default WAN-to-LAN deny policy and disable remote management and unnecessary port forwarding. Also, firewall rules can either allow or deny traffic depending on the action selected. The exact configuration depends on the EMG2926-Q10A firmware, so be careful not to lock yourself out of the modem.
