Is roaming charge possible to happen in area even not near US border?
I'm taking my phone with me to Eastern Ontario cottage area. I am checking the possibility of roaming charges. Suppose Videotron's partner in that area is Rogers. If the cottage area is not covered...

As long as Videotron hasn't made a public annoncement, take the rest with a grain of salt.
We are always concerned about offering the best products to our customers, so we will introduce calls on LTE (VoLTE) as soon as the technology is tested and stable, which is on its way to completion.
Could be some promotion of credit that expired....maybe.
One thing is for sure is you won't have a clear answer here since no one has acces to your bill, you'll be much better served by calling in customer services.
