Recurring incorrect geolocation issue affecting multiple Videotron public IP ranges

Based on the troubleshooting you've already completed, this does appear to point to an IP geolocation issue rather than a problem with your devices or network setup. The fact that changing your public IP fixes it temporarily, only for the issue to return a few days later, suggests that certain IP ranges may have incorrect geolocation data in Google's databases or an upstream geolocation provider. Escalating this to Videotron's network engineering team is the right approach, as they can verify IP block registration and work with geolocation providers to correct the affected ranges. Hopefully they can identify the recurring pattern and resolve it permanently.
