You can use third party software, Some third-party applications, often called "macro" or "hotkey" software, can be configured to execute a sequence of actions with a single button press. You could potentially set up a macro that: 

Press 1: Lowers the volume to 50% (half-mute).

Press 2: Lowers the volume to 0% (full mute).

Press 3: Raises the volume back to 100% (unmute).

However, this would require a program that can interact with daily pay your system's master volume control and is highly dependent on the specific software's capabilities. 

You can create a three-stage toggle for audio on a computer by using a third-party program like Sounds VolumeView to set a keyboard shortcut, or by using specific software features like in the Microsoft Teams application. You cannot create this functionality on a standard mobile device or a generic physical keyboard button, as their built-in options typically only support a simple on/off mute toggle.
