extended coverage

My son lives in ottawa but goes to school in downtown toronto.  His cell phone plan is about to end and videotron would be a good option.  However I wondering what kind of coverage he would get while...

    He would be on the PRTNR1 network in Toronto. In my experience hanging around Toronto this past long weekend, it's been good with coverage.

Extended coverage would refer to rogers network

    So it would use the rogers network with no additional costs
