extended coverage

My son lives in ottawa but goes to school in downtown toronto.  His cell phone plan is about to end and videotron would be a good option.  However I wondering what kind of coverage he would get while he is away in toronto in school for 9 months out the year.  It says on their coverage maps  toronto area is exended coverage which not sure what that means.  Any imput would be usefull.

Extended coverage would refer to rogers network

He would be on the PRTNR1 network in Toronto. In my experience hanging around Toronto this past long weekend, it's been good with coverage.
