Limiting teenager's internet access

I recently switched from the regular Videotron to the Helix because I was told that I can control the internet in my house via the app.  I have assigned all devices and have set limits to the 'person' in question to now realize that after he's bumped from the system, he's able to log back on by renaming his pc.  I would prefer that the system asks me first before allowing anyone to log on to our system.  How can I make this work?
