Yes and the phone needs to have come out of the videotron warehouse otherwise it won't work.

According to the updated wireless code by the CRTC, as of Dec 1, all new phones from any carrier must be unlocked upfront.  If you have a phone from Videotron prior to Dec 1, if you request it to be unlocked, they must do it, free of charge.

The Canadian Radio-television and Telecommunications Commission (CRTC) today announced that as of December 1, 2017, all individual and small business wireless service customers will have the right to have their cellphones and other mobile devices unlocked free of charge upon request.
