Parental controls when devices connect via another router?

I have an airport router upstairs in my house, which we use to get a better wifi signal there. This airport is connected (via LAN cable) to my Helix router, which is in my basement.
I've set up parental controls and time limits on my kids' devices in the Helix app. I'm wondering if these controls will work when they are connected to the upstairs airport router, or will they only work when the devices are connected to the Helix router directly? Thank you.
