Unlocked Fido G4....calls work, SMS works, but data does not work...why not?

You might have to enable data roaming.
Also, make sur that APN are configured properly... this is usually done automatically with newer devices... but you may have to do it manually on yours. all details here : https://support.videotron.com/business/mobile/mobile-service-configuration
